Indicative only. Order-of-magnitude figures for comparing bridge types and sizes, not a price. The rate is a world-average construction cost per m² of deck for the whole structure of a typical bridge of the type (superstructure, piers and normal foundations on ordinary ground, erection, contractor's preliminaries and margin), scaled by the region factor; the band is 0.70 to 1.40 of it. Not included: approaches and embankments, utilities, land, design fees, owner's contingency, VAT, and the extra cost of deep water, very tall piers or deep piling. The same rates are the benchmark in Bridge Design and price the deck in the Bridge Game. Always verify against current local quotes.
Multiply the world-average rates of section 1. 1.00 = the level of the benchmark table = Arcadis International Construction Costs 2025 index 100 (Amsterdam; mean of the 100 cities about 105) = the UAE level, where the Bridge Design bottom-up at GCC rates reproduces the benchmark. general = concrete-dominated bridges (labour, concrete, rebar, plant at local prices); steel = steel-family bridges = 0.45 x general + 0.55 x fabricated-structural-steel level of the region (GCC delivered = 1.0, China 0.45, Korea 0.75, Europe 1.3, USA 1.6). Evidence per row (basis): arcadis_2025 = Arcadis ICC 2025 city index (average of the cities named), tt_ratio = Turner & Townsend 2025 average build cost in USD/m2 divided by Dubai 1,926, bridge_ratio = published bridge construction cost per m2 of deck divided by the benchmark of the type (PSC girder 1,400, PSC box 1,850, steel 2,600), fab_steel = fabricated steel level. Bridge evidence outweighs building indices, which understate the infrastructure premium of regulated high-cost markets by about 1.3-1.5. USA is split in two because FHWA 2025 state unit costs run from 1,378 (Texas) to 14,000 USD/m2 (Massachusetts). Derived 2026-10-13; see data/TBE-RegionFactors_2026-10-13.md in the project for the evidence tables.

Treat the output as a bracket, not a number: real tenders swing with steel prices, site access and foundation surprises. The biggest early-stage cost lever is almost never the superstructure rate; it is the span arrangement, because piers and foundations are where money hides. For the same bridge drawn with real spans, pier heights and soil, Bridge Design builds the cost bottom-up from quantities and rates it against this benchmark.

At concept stage the quickest defensible estimate is a benchmark rate per square metre of deck, by structural type and site, multiplied by the deck area. That is what this tool does. The rate is a world-average construction cost of the whole structure of a typical bridge of the type: superstructure, piers 8 to 15 m high with normal foundations on ordinary ground, erection and temporary works, the contractor's preliminaries and margin. The sea column adds the marine extras of piers standing in water (cased piles, cofferdams, floating plant, weather). A region factor scales the world average (labour-heavy concrete work moves with the general factor, steel-dominated types with a separate steel factor), and the low and high ends of the band are 0.70 and 1.40 of the expected value. The basis of every region factor (Arcadis and Turner & Townsend city indices, published bridge costs per m² of deck, regional steel prices) is set out in the table under the estimator; the world average is defined as the Arcadis 2025 index 100 level, which is also the UAE level.
Inside: girders or box, deck slab, surfacing, barriers, bearings and joints, piers and abutments, normal foundations, erection, site overheads and margin. Outside: approaches and embankments, utilities, land, traffic management, design fees, the owner's contingency and VAT (the second line adds these at the Bridge Design default percentages, about 40 %), and the extra cost of deep water, very tall piers or deep piling. Piers and foundations are typically 30 to 45 % of the structure cost on land and more over water, so the Bridge Design tool, which prices the same bridge bottom-up from quantities (girders, slab, piers, piles, erection and temporary works by method), is the next step when the span arrangement, pier heights and ground are known; its contract value is calibrated to these rates for a typical land bridge and it reports the ratio to this benchmark.
Use the bracket to compare alternatives (type A against type B on the same site), to set a budget envelope with an explicit contingency, and to sanity-check a tender, not as a price. Unit rates and productivity vary by 20 to 30 % between markets and years, and foundations or access can move a single project outside the band in either direction.
World-average construction costs for the whole structure on land run from about 1,100 to 1,400 USD per m² of deck for slab and precast girder bridges, 1,850 to 2,600 for cast-in-place and balanced-cantilever boxes and steel composite girders, 2,800 to 3,850 for arches and extradosed bridges, and 4,800 to 7,600 for cable-stayed and suspension bridges; piers in the sea add 20 to 30 %. The structural type and the site matter far more than the country, which the region factor then scales.
What drives bridge construction cost?Deck area and span (superstructure quantities grow roughly with span squared for girders), foundation type (piled foundations and marine works often exceed the superstructure), pier height and access (temporary works), the erection method, and the schedule. Piers and foundations are typically 30 to 45 % of the structure cost on land and more over water.
What contingency should a concept estimate carry? At concept stage a 25 to 40 % contingency on the base estimate is normal (AACE Class 5); it narrows to 15 to 25 % at preliminary design and 5 to 10 % at tender, as quantities and site conditions firm up.
Does the estimate include design, land and traffic management? No. The first figure is the construction contract value of the structure; the total project budget line adds design and supervision fees, the owner's contingency, escalation and VAT at about 40 %. Land, utilities diversions, traffic management and finance are project costs on top.
